H1B visa and Green Card:New York Mayor wants removal of cap on H1B visa and Green Card

From Lalit K. Jha Washington, June 16 (PTI) for a comprehensive immigration reform that provides more opportunities for highly skilled workers from countries such as India, New York Mayor Bloomberg Michele has demanded the removal of the top congressional mandate of H -1B and green cards.

"We have to stop telling U.S. companies unable to hire highly skilled workers they need. By making it difficult for them to obtain temporary and permanent visas for highly skilled workers, the federal government is slowing growth and the worst, promoting the outsourcing of American jobs, "Bloomberg said in his speech to the Council on Foreign Relations.

"Make no mistake about it: if you can''t rental companies need workers here, they will move operations overseas, you only have to look at the recent decision by Microsoft 'to open a research park in Vancouver. "He said.

Arguing that the ability to attract and retain high-skilled workforce is essential for U.S. companies competing in the global market, Bloomberg said that is true not only for high-tech companies but also for banks and insurance companies, pharmaceutical companies and others.

"But now, the top of H1-B visas and Green Card is too low. And the limits on green cards will be established by the countries, so Iceland is actually the same number of visas for India. That may be fair to both countries, but it is certainly not 'just for U.S. businesses and Americans, "said Bloomberg.

The mayor of New York said there should be an end to these arbitrary limits and the top of the highly skilled H-1B visas.

"Let the market decide. It's basic free-market economy, and both parties must be able to get behind it," he said.

Bloomberg said that we must ensure that major industries such as agriculture and tourism, which depend on workers just starting up the economic ladder, have access to foreign workers when they can not fill jobs with American workers.

"These employers want a legal workforce, but our current system only makes it very difficult. Companies have to go through several levels of approval for the procurement of basic," he said.

Citing the example of Georgia, Bloomberg said the landowners are experiencing severe labor shortages that 'is leading to cost and leave unharvested crops due to the crackdown on illegal agricultural workers. "At a time when food prices are rising, this is the last thing American consumers and farmers need," said the mayor of New York.

"Finally, we have to start allocating more green cards based on economic need. At this time, only 15 percent of all green cards go to employees and their dependents, while the rest goes mainly to immigrants families and relatives, "he said.
