Transactions in the allocation of 2G spectrum is known that Prime Minister Manmohan Singh and the then Finance Minister P. Chidambaram, former Communications Minister A. Raja alleged Monday.

Raja Council told the Central Bureau of Investigation (CBI), Special Trial Judge OP Saini that his client had done nothing wrong in its decision not to auction 2G spectrum and was simply following the policies pursued by his predecessors and National Democratic Alliance (NDA) government.

"The decision to increase the limit on foreign direct investment (FDI) from 49 to 74 percent was a cabinet decision of prime minister who was a part," said lead counsel Sushil Kumar, appearing for Raja.

"The issue (of the sale of shares by the holders of spectrum licenses) was discussed between Prime Minister and Finance Minister then," was presented.

"The then Finance Minister, who is now interior minister, had said to the Prime Minister that the dilution of the shares does not amount to a sale of 2G licenses as company law," said Sushil Kumar.

Council Raja said that if my client was being prosecuted for following a policy, then all the telecommunication ministers since 1993, are set to be processed, and also followed the same policy.

"If the policy followed by Raja was wrong, then all the former ministers of telecommunications since 1993, must report to jail," said Sushil Kumar.

"As Minister Arun Shourie telecommunications distributed 26 licenses, while Dayanidhi Maran and Raja distributed distributed 25 122 licenses," he said, adding that the numbers made no difference.

Would note that none of the spectrum auction, he said.

"If they had done nothing wrong, why am I being questioned? We deny that they had not done what I did. I was following the cabinet decision of 2003, which is auctioning of 2G spectrum. If I'm following the law I am not capable of being processed. In fact, they should be rewarded, "said Raja.

Raja's defense, his lawyer said that because of its policy of mobile phone call rates came down.

"The CBI, however, maintains that when DB Realty gave their actions (in Swan Telecom) to bring the money, which amounted to the sale and that is the case of Unitech (Wireless). Fourteen defendants and three companies are accused of causing a loss of Rs.30, 984 crore to the exchequer by selling the scarce resources, also called radio frequency that helps move telecommunications signals, a cheap private players.

Raja, who was arrested Feb. 2 for their alleged involvement in the scam 2G, Monday began his arguments against the accusations of fraud, forgery and criminal conspiracy against him.
